Kyrgyz Parliament expresses motion of no confidence in government Bishkek, Apr. 19, 2018 / Kabar /. The deputies of the Jogorku Kenesh expressed a motion of no confidence in the government of the country. 101 deputies voted for this decision.

Earlier, leader of the Respublika-Ata-Jurt faction Jyrgalbek Turuskulov, asked Speaker Dastanbek Jumabekov to include in the agenda of the session of the parliament the issue of expressing a vote of no confidence in the government. He was supported by head of Ata Meken faction Almambet Shykmatatov.

After that, the Committee on Constitutional Legislation, State Structure, Judicial and Legal Issues and the Rules of the Jogorku Kenesh held a 15-minute meeting and took a decision to submit for consideration the issue of expressing a motion of no confidence in the government.

Then, the deputies held a vote and, based on the results, the Jogorku Kenesh adopted a resolution expressing no confidence in the government.

Recall, the three factions Respublika-Ata Jurt, Ata-Meken and Onuguu-Progress recognized the government's report for 2017 as unsatisfactory. Before that, two factions SDPK and Kyrgyzstan approved the report of the Cabinet of Ministers.

The government of Sapar Isakov was approved on August 26, 2017.

Isakov about termination of contract with Huawei Bishkek, Apr. 17, 2018 / Kabar /. Deputies asked why the government terminated the contract with the Chinese company Huawei, which was supposed to implement the Smart City project.

Isakov replied that he personally took the decision to terminate the agreement with Huawei and took responsibility for himself. "We can implement the Smart City project ourselves and the project has already begun and there are first results," the prime minister added.

Speaker of Parliament visits military unit in Balykchy Bishkek, Feb. 21, 2018 / Kabar /. Speaker visits number of facilities in Issyk Kul region and nearby villages Bishkek, Feb.20, 2018 / Kabar /. During working trip to Issyk-Kul region, Speaker of Parliament Dastanbek Djumabekov visited Issyk-Kul Oblast Hospital, got acquainted with condition of Altyn-Kul Hostel and checked out construction of school in the village of Chyrpykty, the press service of the Kyrgyz Parliament reported.

This Oblast Hospital was built in 1975. During the first 33 years, the medical institution did not undergo major thorough repairs. The Issyk-Kul Development Fund allocated 18 mln soms for thorough repairs back in 2011. Doors, windows, sewerage system and electricity networks of the Hospital were replaced with these funds.

At present, the Oblast Hospital's Infectious Disease Department needs major repairs. 13 mln soms are needed to repair it. The Hospital's laboratory also needs repair.

Jumabekov during his trip also got acquainted with condition of Altyn-Kul Hostel and visited the unfinished school in the village of Chyrpykty. The unfinished object in this village is already 10 years old. 22 mln soms are needed for its completion. However, from year to year, the budget allocates a small amount of funds, which is desperately not enough for completion of the facility.

Djumabekov promised to help to solve these problems. "Social objects have been and remain a priority for us. Schools and hospitals should be built based on modern realities," the Speaker said.

Parliament’s session began with minute of silence over anniversary of plane crash in Dacha Suu Bishkek, Jan. 17, 2018 / Kabar /. The session of the Kyrgyz Parliament has begun today with a minute of silence on the occasion of the anniversary of the crash of Boeing -747 aircraft in the village of Dacha Suu near Mans airport.

The Boeing-747-400F aircraft belonging to ACT Airlines (MyCargo), which was flying from Hong Kong to Istanbul, crashed not far from Mans airport on Dacha-Suu village on Jan. 16, 2017 ruining dozens of houses.

As a result of the plane crash, 39 people were killed, 4 crew members were citizens of Turkey and 35 citizens of Kyrgyzstan. Jan. 17, 2017 was declared a day of mourning.

Kyrgyzstan to receive loan of $ 7.2 mln to replace 13 pumping stations of Bishkek Bishkek, Jan. 16, 2018 / Kabar /. Bishkek to host autumn meeting of OSCE PA Bishkek, Jan. 15, 2018. /Kabar/. The bill is designed to implement the domestic procedures required for the entry into force of the Agreement on the Customs Code of the EEU, signed in April 11, 2017 in Moscow.

According to signed Action Plan, a number of events are envisioned to be held next year, including inter-parliamentary meetings at a high level. Within the framework of 11-point document, an official visit to Bishkek of the Chairman of Uzbek Senate Oliy Majlis, Nigmatilla Yuldashev is planned. An interparliamentary commission for cooperation between the Kyrgyz Parliament and the Chairman of Uzbek Senate Oliy Majlis will be established. Moreover, in order to deepen the working contacts, an organization of a mutual exchange of visits by delegations of two countries’ relevant committees and the Parliament office employees will be organized.

The official visit of the Kyrgyz Parliament delegation led by the Speaker started with laying of flowers at the grave of the first President of Uzbekistan Islam Karimov in Samarkand. Then a number of high-level meetings were continued in Tashkent, including the meeting of Zhumabekov with President of Uzbekistan Shavkat Mirziyoyev and with the Chairman of Uzbek Senate Oliy Majlis, Nigmatilla Yuldashev. The Kyrgyz delegation also got acquainted with the activity of the Legislative Chamber of the Uzbek Oliy Majlis and held a meeting with the Chairman of this Chamber Nurdinjon Ismoilov.

Moreover, the Kyrgyz Parliament deputies headed by the Speaker visited the permanent exposition "Chynghyz Aitmatov and Uzbekistan", the historical and architectural center "Khazrat Imam" and laid flowers to the monument of "Independence and Humanism".

Kyrgyz Speaker meets with President of Uzbekistan Bishkek, Dec. 21, 2017 / Kabar /. Speaker of the Kyrgyz Parliament Dastanbek Zhumabekov met with President of Uzbekistan Shavkat Mirziyoyev.

"The fact that my first official visit took place to brotherly Uzbekistan, is symbolic," Zhumabekov said.

He said that for a quarter of a century the kindred peoples were hostages to certain well-known circumstances, not allowing for free communication.

"However, the patience justified their expectations. This year, the centuries-old history linking our peoples, the original ties of friendship and close spiritual kinship received fresh breath. Now, on the road to the unity of the hundreds of thousands of citizens of the two fraternal states, there are no obstacles. I am very pleased with the meetings that have been held and I am deeply convinced that this year will enter the history of the two states. Moreover, I express confidence that from now on the relations and achievements of our countries will be registered on the pages of history in gold letters," said the Kyrgyz speaker.

Zhumabekov, the first step on the way to interparliamentary cooperation of our states was the signing on September 6 of this year of a memorandum on cooperation between the Jogorku Kenesh and the Oliy Majlis. He informed that in order to implement this Memorandum, the Plan of Inter-Parliamentary Cooperation for 2018 will be signed.

Mirziyoyev said that 2017 was a landmark in the issue of interstate cooperation between Kyrgyzstan and Uzbekistan. He expressed his appreciation for the fact that the first official visits of the elected President Sooronbai Zheenbekov and Speaker of the Jogorku Kenesh Dastanbek Zhumabekov were held in Uzbekistan.

"With my friend and partner Almazbek Sarshenovich, we held an open discussion on a number of issues concerning bilateral relations and, despite difficult negotiations, we achieved our goal. Now we will continue our fruitful cooperation with President Sooronbai Sharipovich. We will increase the volume of trade between the two countries, as well as pay special attention to the expansion of ties in the field of transport and railways," the Uzbek president said.

Mirziyoyev dwelled on the need to strengthen and expand inter-parliamentary cooperation. "The parliaments of Kyrgyzstan and Uzbekistan will become mediators and a link in the friendship of the two states," he stressed.

At the end of the meeting, it was stressed that the negotiations between Speaker Djumabekov and President Mirziyev were held in a warm and friendly atmosphere and lasted longer than the "protocol time".

Kyrgyz Parliament to support all initiatives aimed at deepening cooperation with Pakistan Bishkek, Dec. 15, 2017. / Kabar/. Speaker of the Kyrgyz Parliament Dastanbek Dzhumabekov received today Ambassador of the Islamic Republic of Pakistan to Kyrgyzstan Kazi Habib Ur-Rahman, the press service of the Kyrgyz Parliament reported.

During the meeting, the sides discussed a wide range of issues related to the further development of inter-parliamentary cooperation, as well as the overall bilateral relations between Kyrgyzstan and the Islamic Republic of Pakistan (IRP).

Ambassador Kazi Habib Ur-Rahman thanked for the warm welcome and congratulated Zhumabekov on his election to the post of the chairman of the Jogorku Kenesh and conveyed him official congratulations on behalf of the Chairman of the National Assembly of Pakistan Sardar Ayaz Sadik on this occasion. He also emphasized the successful holding of presidential elections in Kyrgyzstan.

The Speaker of the Jogorku Kenesh expressed gratitude and stressed that the Parliament of Kyrgyzstan will support all initiatives aimed at deepening bilateral cooperation between the Kyrgyz Republic and the Islamic Republic of Iran.

"I positively highlight the growth of trade turnover between Kyrgyzstan and Pakistan for 10 months of 2017 compared to the same period of 2016. But this is not enough and it is necessary to increase trade, economic and investment ties between the two countries," Zhumabekov said.

The Speaker assured that the Kyrgyz Republic remains open to investors and the Parliament of the Kyrgyz Republic helps attract investments by adopting quality laws to create a favorable investment climate.

The sides also expressed confidence that the holding of various business forums, as well as the opening of direct flights between Bishkek and Islamabad, will favorably affect for building economic ties between the countries.

Also, the Pakistani diplomat stressed with satisfaction that a large number of young people from Pakistan are studying in Kyrgyzstan.

At the end of the conversation, Zhumabekov expressed the hope that the outcome of this meeting will contribute to the further development of bilateral relations between Kyrgyzstan and Pakistan, as well as the promotion of common goals in strengthening security in the region.

Kyrgyz parliamentary delegation visits China’s Zhengzhou, capital of Henan province Bishkek, Dec. 11, 2017. /Kabar/. Within the framework of participation in the Forum "Dialogue of the Communist Party of China with the parties of the world", which took place in Beijing on Dec. 1 - 3, the delegation of the Kyrgyz Parliament paid a working visit to the city of Zhengzhou on Dec. 6-8, the press service of the Kyrgyz Parliament reported.

The delegation, led by the head of the friendship group of Kyrgyzstan with China Ziyadin Zhamaldinov, held a meeting with Deputy Chairman of the Standing Committee of the People's Representatives of Henan Province, Duan Sichong. The Chinese side briefed about the main indicators of the region's economic development. Also, the sides exchanged views on the possibility of future cooperation between the regions of Kyrgyzstan and Henan.

Next TurkPA 2018 meeting to be held in Istanbul Bishkek, Dec. 8, 17 / Kabar /. The 7th plenary session of the Parliamentary Assembly Council of Turkic-speaking countries (TurkPA) was concluded in Bishkek. During the meeting, the participants decided that the next VIII meeting will be conducted in Nov. 2018 in Istanbul, Turkey.

As a result, the Ala-Archa Declaration was signed.

The TurkPA includes four countries: Azerbaijan, Kazakhstan, Kyrgyzstan and Turkey.

It is important to note that this year the chairmanship in this organization moved to Kyrgyzstan.
