The session of the Kyrgyz Parliament has begun today with a minute of silence on the occasion of the anniversary of the crash of Boeing -747 aircraft in the village of Dacha Suu near Mans airport.

The Boeing-747-400F aircraft belonging to ACT Airlines (MyCargo), which was flying from Hong Kong to Istanbul, crashed not far from Mans airport on Dacha-Suu village on Jan. 16, 2017 ruining dozens of houses.

As a result of the plane crash, 39 people were killed, 4 crew members were citizens of Turkey and 35 citizens of Kyrgyzstan. Jan. 17, 2017 was declared a day of mourning.

Kyrgyzstan to receive loan of $ 7.2 mln to replace 13 pumping stations of Bishkek Bishkek, Jan. 16, 2018 / Kabar /. Kyrgyzstan intends to obtain from the European Bank for Reconstruction and Development (EBRD) loan of $ 7.2 million and $ 3.9 million grant for replacement of 13 pumping stations and reconstruction of heat supply system for houses of Bishkek, chairman of the State Committee for Industry, Energy and Mineral Resources Ulanbek Ryskulov said at a meeting of the Parliament's committee for fuel and energy.

"$ 7.2 million is received as a loan for 15 years at 1% per annum and $ 3.9 million is in the form of a grant. In total, 13 pumping stations will be replaced. Moreover the Supervisory Control and Data Acquisition system will be launched. These stations have not been replaced for 30 years," he explained.

The deputies also were interested if the Bishkek Heat Supply System could repay its loan.

Deputy Chairman of the Bishkek Heat Supply System Uran Raimbekov answered that the company does have such opportunities. "We still have a loan from the World Bank for $ 32 million. Nevertheless, we can pay, we conducted a financial analysis and calculated all the expenses," he said.

New pumping pipes, according to officials are necessary in order to connect more consumers as Bishkek is growing.

The Committee considered the issue of ratification of the Credit Agreement between the Kyrgyz Republic and the EBRD on reconstruction and construction of the Pumping Stations Project and herein the Grant Agreement between the Kyrgyz Republic and the EBRD. After the discussion, the deputies supported the ratification in the second reading.

Bishkek to host autumn meeting of OSCE PA Bishkek, Jan. 15, 2018. /Kabar/. The meetings of the Parliamentary Assembly of the Organization for Security and Cooperation in Europe (OSCE PA) in 2018 will be held for the first time in Bishkek. This became known during the meeting of the organizing committee under the chairmanship of Speaker of the Jogorku Kenesh Dastanbek Dzhumabekov, the press service of the Parliament reported.

Deputy head of the Kyrgyz Parliament’s Office Tazhimamat Shabolotov provided the information on the preparation for this event.

It should be noted that the autumn session of the OSCE PA in Kyrgyzstan will be held for the first time. It is expected that approximately 200 parliamentarians from 57 countries will take part in this international event.

Salary for coaching staff of Asian Games will be increased from 2019 Bishkek, Jan. 10, 2018 / Kabar /. From January 1, 2019, the salary for the coaching staff of the Asian Games will be increased by 50%, the head of the Kyrgyz State Agency for Youth, Physical Education and Sports Kanat Amankulov said at the session of the Parliament.

The national currency of Kyrgyzstan is printed by three foreign companies, chairman of the National Bank of Kyrgyzstan Tolkunbek Abdygulov said at the session of the Parliament. MP proposes to move Kyrgyz embassy from Dushanbe to Khujand Bishkek, Jan. 4, 2018 /Kabar/. Deputy of the Jogorku Kenesh Taabaldy Tillaev suggests to move the Embassy of Kyrgyzstan in Dushanbe to Khujand. Such a proposal was voiced by the parliamentarian at a meeting of the Parliament on Thuesday.

He said that Khujand is the second capital of Tajikistan and is closer to Kyrgyzstan.

In addition, Tillaev asked for information on the activities of the embassies of Kyrgyzstan abroad.

Parliament adopts draft law on ratification of Customs Code Agreement of EEU Bishkek, Dec. 27, 2017 / Kabar /. At today’s meeting by the third reading, the deputies of the Kyrgyz parliament adopted the bill “On ratification of the Agreement on the Customs Code of the Eurasian Economic Union (EEU) signed in April 11, 2017 in Moscow."

The bill is designed to implement the domestic procedures required for the entry into force of the Agreement on the Customs Code of the EEU, signed in April 11, 2017 in Moscow.

The purpose of the above-mentioned Agreement is to ensure single rules of customs regulation throughout the EEU. It is noted that the Customs Code of the EEU will improve the level of unification and harmonization of customs regulation in the Union.

Kyrgyzstan and Uzbekistan develop bilateral inter-parliamentary cooperation Bishkek, Dec. 22, 2017. /Kabar/. Following the official visit of Kyrgyz parliamentary delegation to Uzbekistan headed by Speaker Dastanbek Zhumabekov, the signing ceremony of the Action Plan was held to further develop bilateral inter-parliamentary cooperation between the Kyrgyz Parliament and the Oliy Majlis of Uzbekistan for upcoming 2018.

From Kyrgyzstan’s side, the document was signed by Kyrgyz Parliament Speaker, Dastanbek Zhumabekov and the Chairman of Uzbek Senate Oliy Majlis, Nigmatilla Yuldashev.

According to signed Action Plan, a number of events are envisioned to be held next year, including inter-parliamentary meetings at a high level. Within the framework of 11-point document, an official visit to Bishkek of the Chairman of Uzbek Senate Oliy Majlis, Nigmatilla Yuldashev is planned. An interparliamentary commission for cooperation between the Kyrgyz Parliament and the Chairman of Uzbek Senate Oliy Majlis will be established. Kyrgyz Speaker meets with President of Uzbekistan Bishkek, Dec. 21, 2017 / Kabar /. Speaker of the Kyrgyz Parliament Dastanbek Zhumabekov met with President of Uzbekistan Shavkat Mirziyoyev.

"The fact that my first official visit took place to brotherly Uzbekistan, is symbolic," Zhumabekov said.

He said that for a quarter of a century the kindred peoples were hostages to certain well-known circumstances, not allowing for free communication.

"However, the patience justified their expectations. This year, the centuries-old history linking our peoples, the original ties of friendship and close spiritual kinship received fresh breath. Now, on the road to the unity of the hundreds of thousands of citizens of the two fraternal states, there are no obstacles. I am very pleased with the meetings that have been held and I am deeply convinced that this year will enter the history of the two states. Moreover, I express confidence that from now on the relations and achievements of our countries will be registered on the pages of history in gold letters," said the Kyrgyz speaker.

Zhumabekov, the first step on the way to interparliamentary cooperation of our states was the signing on September 6 of this year of a memorandum on cooperation between the Jogorku Kenesh and the Oliy Majlis. He informed that in order to implement this Memorandum, the Plan of Inter-Parliamentary Cooperation for 2018 will be signed.

Mirziyoyev said that 2017 was a landmark in the issue of interstate cooperation between Kyrgyzstan and Uzbekistan. He expressed his appreciation for the fact that the first official visits of the elected President Sooronbai Zheenbekov and Speaker of the Jogorku Kenesh Dastanbek Zhumabekov were held in Uzbekistan.

Kyrgyz Parliament to support all initiatives aimed at deepening cooperation with Pakistan Bishkek, Dec. 15, 2017. / Kabar/. Kyrgyz parliamentary delegation visits China’s Zhengzhou, capital of Henan province Bishkek, Dec. 11, 2017. /Kabar/. Next TurkPA 2018 meeting to be held in Istanbul Bishkek, Dec. 8, 17 / Kabar /. The 7th plenary session of the Parliamentary Assembly Council of Turkic-speaking countries (TurkPA) was concluded in Bishkek. During the meeting, the participants decided that the next VIII meeting will be conducted in Nov. 2018 in Istanbul, Turkey.

As a result, the Ala-Archa Declaration was signed.

The TurkPA includes four countries: Azerbaijan, Kazakhstan, Kyrgyzstan and Turkey.

It is important to note that this year the chairmanship in this organization moved to Kyrgyzstan.

Chairmanship in TurkPA moves to Kyrgyzstan Bishkek, Dec. 8, 2017 /Kabar/. The chairmanship of the Assembly of the Turkic-speaking countries has been moved to Kyrgyzstan, deputy chairman of the Majilis of the Kazakh Parliament Gulmira Isimbaeva told during the 7th meeting of TurkPA in Bishkek.

Traffic accidents become frequent in Kyrgyzstan Bishkek, Nov. 22, 2017 / Kabar/. The Kyrgyz Parliament will hold a government hour in December on the growing number of road accidents in the country. This became known today at a meeting of the Parliament.

Kyrgyz parliamentarians said that recently accidents on the roads have become frequent. The relevant committee of the Parliament considered this issue and sent it to include into the agenda of the session from December 15 to 20.

The government hour will be fully devoted to road accidents.

According to the latest official data, more than 5 thousand 200 road accidents have occurred in Kyrgyzstan since the beginning of the year, where about 700 people were killed and over 7,360 injured.

The main causes of accidents is speeding - 33.8% of the total number of cases, 20% - due to violation of maneuvering rules, 14.4% - passing to contraflow lane and violation of overtaking rules and 8.6% - driving drunk.

Kyrgyz Parliament unanimously approves Zhumagulov to be Minister of Culture Bishkek, Nov. 1, 2017 / Kabar /. Parliament unanimously approved the candidacy of Sultan Zhumagulov to the post of Minister of Culture, Information and Tourism of Kyrgyzstan.

84 deputies attended the session. Following the voting, the deputies unanimously supported Zhumagulov's candidacy.

In turn, Zhumagulov thanked the parliamentarians for their support and said that he would do his best to justify the trust he had shown.

"I understand where I'm going and what awaits me. I will do everything to ensure that the area entrusted to me develops. I have no other way," he said.

Sultan Zhumagulov previously served as general director of the Public Television and Radio Corporation. In February 2015, he resigned voluntarily after the scandal around him.

New Parliament speaker elected in Kyrgyzstan Bishkek, Oct. 25, 2017 / Kabar /. MP Dastanbek Dzhumabekov has been elected today a new speaker of the Kyrgyz Parliament.

The parliamentarians held a secret voting. 80 deputies supported the candidacy of Dzhumabekov. 32 MPs voted for Iskhak Masaliyev. 5 parliamentarians voted against all.

Dzhumabekov thanked all his colleagues for their trust and support. "I give my word that I will work for the good of the people, the state and will look at all deputies equally," he said.

Today Speaker Chynybai Tursunbekov resigned voluntarily. The coalition of the parliamentary majority today held an emergency meeting and unanimously supported Dzhumabekov's candidacy for the post of the speaker of the Parliament. The Onuguu-Progress faction nominated Ishak Masaliyev.

Kyrgyz parliamentarians propose to create deputy group for Liglass Trading Bishkek, Sept. 14, 2017. / Kabar/. Some deputies of the Jogorku Kenesh suggested creating a temporary deputy commission to study the activities of the Czech company Liglass Trading, which is expected to build the Upper-Naryn cascade of HPPs and a number of small hydro power plants in Kyrgyzstan.

MP Zhanar Akayev said at a parliamentary meeting that around Liglass Trading, since the signing of the agreement on the construction of hydroelectric power plants in Kyrgyzstan, the noise has not ceased till this day.

"The Czech media write that Kyrgyzstan entrusted the construction of strategic facilities to a dubious company that did not even build a mill for its existence," Akayev said.

He said that earlier the Ministry of Foreign Affairs of Kyrgyzstan had given its opinion that it was not worth working with this company.

The MP said that Liglass Trading has not yet paid the $ 37 million funds that Kyrgyzstan must pay to RusHydro.
