During the meeting, the head of the Kyrgyz government stressed with satisfaction that over recent years Kyrgyz-Russian relations have reached a qualitatively new stage of their development and are of a strategic nature.

"Deepening cooperation with the Russian Federation is a priority in the foreign policy of Kyrgyzstan. As the Prime Minister would like to note that the continuity of the course aimed at strengthening and all-round development of the Kyrgyz-Russian relations will be ensured in the activities of the Government of the country," Isakov said.

In addition, the Prime Minister expressed gratitude to the Russian side for the support provided to Kyrgyzstan and expressed confidence that today's meeting will become an additional impetus for the further development of bilateral relations between the countries.

Deputy Prime Minister of the Russian Federation Dvorkovich said that he arrived in Kyrgyzstan in accordance with the agreement reached during the official visit of Prime Minister Sapar Isakov to the Russian Federation in September this year, and also to participate in the 6th Kyrgyz-Russian interregional conference.

Prime Minister promises Ipad for every traffic policeman Bishkek, Dec. 14, 2017 / Kabar/. Each traffic policeman will receive an I pad to compile an electronic protocol for a driver who violates traffic rules, Prime Minister Sapar Isakov told this at a government meeting. Isakov assured as a prime minister that all Ipads will be bought.

“Through the driver's PIN, all information is released. The traffic policeman fills out driver’s violation electronically by entering the violator into the database. The driver simply presses the button and leaves. It will be impossible to bribe here," the Prime Minister said.

Biometric passports began to be issued on May 2, 2017, the SRS press service reported.

100 days of Kyrgyz Prime Minister: Foreigners can obtain visa via Internet Bishkek, Dec. 6, 2017 / Kabar /. Prime Minister of Kyrgyzstan Sapar Isakov summed up the results of hundred days of work as head of the government. The report includes Prime Minister’s initiated Forty Steps to New Era program and other decisions taken earlier.

Within the framework of the implementation of Forty Steps to New Era State Program, Ministry of Foreign Affairs of the Kyrgyz Republic starting from Sept. 1, 2017 launched an electronic visa system for all citizens of foreign countries in the categories of "business" and "tourist".

The "Electronic Visa" system allows foreigners to obtain entry-exit tourist or business visas for up to 90 days via the Internet, without applying to diplomatic missions or consular offices of the Kyrgyz Republic abroad.

To obtain a visa in electronic format, it is necessary to fill out a special form on the website www.evisa.e-gov.kg, indicating contact details and information about the planned trip to Kyrgyzstan, upload a photo and a passport image. The term for processing an application for an electronic visa is three working days. Payment of consular fees is made through bank payment cards.

As of Nov. 10, 2017, through the system of electronic receipt of visas, 2859 applications were received. 2,600 of these have been reviewed and approved.

According to the Ministry of Foreign Affairs of the Kyrgyz Republic, there is a significant increase in the number of foreign citizens who prefer electronic visas, which grant the same rights to enter the territory of the republic, as well as a standard paper visa in the passport.

100 days of Prime Minister Bishkek, Dec. 5, 2017 / Kabar /.Prime Minister of Kyrgyzstan Sapar Isakov summed up hundred days of his work as the head of government. Mr. Isakov initiated the program “Forty Steps to New Era”. One of the government's achievements over this period was signing of the Strategic Agreement on Environmental Protection and Investment Development between the Government of the Kyrgyz Republic and Centerra Gold Inc., on Sept.11, 2017.

The main priorities of the document are ecology, expansion of the scale of social partnership and investment. The company "Centerra Gold Inc." has undertaken new obligations aimed at expanding financial support to environmentally protection activities in Kyrgyzstan, primarily in the area of ​​Lake Issyk-Kul. The Natural Resources Development Fund will receive a $ 50 million USD. The Centerra’s annual environmental payment will increase from 310,000 to 3 million US dollars.

The budget of the Kumtor Mine Rehabilitation Fund will be located in the financial institutions of the Kyrgyz Republic. Thus, annually it will be replenished by $ 6 million to $ 69 million. Based on the agreement the Centerra Gold Inc. will allocate $ 50 million on water purification works of Issyk-Kul lake community areas.

Partnership in the social sphere is expanded. The Government of the Kyrgyz Republic issued decree No. 577 on September 14, 2017, where Public Foundation "Oncological Service Support Foundation” was established. Centerra Gold Inc. will allocate $ 10 million for this Foundation. First tranche of $ 7 million has already been transferred to the Founation’s bank account.

Kumtor Mine Rehabilitation Fund has already received 23 million US dollars from the jurisdiction of a foreign country under the jurisdiction of the Kyrgyz Republic. So far these financial resources will be used for the interests of the domestic economy. It is expected that in the next 8-9 years the amount of the Fund's resources will be increased to 70 million US dollars.

Public servants and municipal employees occupying high, senior, junior and junior administrative positions are required to master the Kyrgyz language at the basic level (A2) by 2019. Current decree was signed by Prime Minister Sapar Isakov, the website of the government reported.

Public servants should also learn the Kyrgyz language at a level not lower than:

- the average level (B1) - from 2020;

- above the average level (B2) - since 2021.

The Prime Minister instructed the Ministry of Education, by March 1, 2018, to develop methodological recommendations for teachers and textbooks for those who study the state language in accordance with the requirements of the system Kyrgyztest which determines the level of possession of the state language.

From March 1, 2018, testing on a wide scale of all public civil servants and municipal employees will start. Those who will know the state languages at the level of A2 are subject be tested again. And those who will know the state language below the basic level will be dismissed or their positions will be downgraded.

Kyrgyzstan joins Open Government Partnership Bishkek, Nov. 22, 2017 / Kabar/. Kyrgyzstan joined the Open Government Partnership, the press service of the Kyrgyz Government reported.

"The Open Government Partnership (OGP) International Initiative is pleased to announce that the Kyrgyz Republic has become the first country in Central Asia to join this initiative," the report said.

The Open Government Partnership is an international platform that unites 74 states and 15 subnational (regional) governments.

OGP is a multilateral initiative aimed at realizing the obligations of governments to ensure transparency, empowerment of citizens, fight corruption and use new technologies to strengthen governance. OGP seeks to support both the government and civil society, raising the principles of open government to the highest levels of political discourse, thereby creating a community of like-minded reformers in different countries around the world.

"We are very proud to have become part of the Open Government Partnership. We are honored to be the first country in Central Asia, and, on this path, we understand the importance of our responsibilities," Kyrgyz Prime Minister Sapar Isakov said.

"The Government of the Kyrgyz Republic is firmly convinced that only openness and transparency will lead us to sustainable development. Success in the economy, improvement of the investment climate, the further construction of a democratic society and the confidence of citizens in our work depend entirely on progress in creating an open, accountable and transparent Government. We are striving to provide wider access to information, ensure the implementation of an open data policy and transparent public procurement procedure, as well as provide high-quality and efficient government services," Isakov said.

After large-scale consultative processes, the implementation of the Plan will begin on August 31, 2018 and will last for two years.

The Open Government Partnership (OGP) is a unique multilateral initiative aimed at ensuring concrete commitments by governments to increase transparency, expand civic engagement, combat corruption and use new technologies to make governments more open, effective and accountable to citizens.

The OGP initiative was launched on Sept. 20, 2011 during the session of the UN General Assembly, when eight heads of state announced the signing of the Declaration and submitted their national Action Plans.

Since then, the OGP has evolved into a platform with more than 70 national governments (representing one third of the world's population), 15 subnational entities, seven multilateral bodies and hundreds of civil society organizations.

The OGP Independent Reporting Mechanism calls governments to account for the implementation of the stated obligations, creating detailed and impartial reports that track progress in the implementation of national Action Plans.

Sapar Isakov stressed the interest of the Kyrgyz side in studying the Belarusian experience in digital development and the introduction of advanced IT technologies. In particular, the Prime Minister noted the positive experience of Belarus in the automation of the fiscal system.

In addition, Isakov noted the need to intensify trade and economic cooperation between the countries.

"Belarus is one of the leading countries in the implementation of digital technologies. We are also implementing in Kyrgyzstan a large-scale digitalization program "Taza Koom", which contains the concept of electronic economy and security," the Kyrgyz prime minister said.

Isakov added that representatives of state bodies visited Minsk in July 2017 to study the introduction of an electronic system for fiscalization of tax procedures, a system for marking goods, electronic invoices. In this regard, Sapar Isakov noted the need for further exchange of experience in promoting the digital economy.

Andrei Kobyakov noted that due to the efforts and harmonious work of the state bodies of the two countries the potential of cooperation is growing.

Prime Minister Isakov will pay his first official visit to Russia Bishkek, Sept. 27, 2017. /Kabar/. Prime Minister Sapar Isakov will visit Russia on September 29 for his first official visit, press secretary of the Prime Minister Chyngyz Esengulov told Kabar Agency.

He said that this is the first official visit of the Kyrgyz Prime Minister to Russia since 1991. Since the independence of Kyrgyzstan, no one prime minister has paid an official visit to Russia.

"The visit of the Prime Minister to Moscow will last 2 days. Within the framework of the official visit Sapar Isakov will meet with top leadership of Russia. The issues of trade and economic cooperation between Kyrgyzstan and Russia, cultural and humanitarian issues and cooperation within the framework of the EEU will be discussed in Moscow," Esengulov said.

High efficiency of the production line is achieved through the use of modern high-tech devices. In addition, all units of the production line are equipped with modern filters that provide a high degree of purification of the dust-air mixture and complete compliance with the environmental requirements.

The whole technological process will be automated. The project is planned to be completed in May 2018. To date, during the construction period, about 1000 specialists are provided with workplaces for the implementation of this project.
