Prime Minister sets number of tasks to improve Internal Affairs Agencies' work

Bishkek, Feb. 9, 2018 / Kabar /. Prime Minister of Kyrgyzstan, Sapar Isakov took part in the meeting of the Kyrgyz Ministry of Internal Affairs collegium today, where the results of the Ministry for 2017 were presented, the press service of the Government reported.

The Head of Government stressed that the reform of law enforcement agencies is continuing, to date within the framework of which new services are functioning in the system of the Internal Affairs Agencies where the public security activities, including road safety are also being improved.

The Prime Minister said that one of the most important tasks within the framework of the Governmental Program Forty Steps to New Era is to improve activities of public order and provide security of citizens of the country.

Isakov stressed that at the last meeting of the Security Council, President Sooronbay Jeenbekov outlined the fight against corruption as a priority in the work of law enforcement agencies of the country.

"Unfortunately, corruption exists in the Internal Affairs Agencies. These facts are unacceptable, since the policeman by contacting with citizens, are a reflection of the state authority, whose work generates an overall impression about them," Isakov said.

In addition, he drew particular attention to the need of strengthening the official discipline, professional development, as well as the professional culture of police officers in dealing with citizens.

"I earnestly ask you to pay attention to official discipline. Certain negative manifestations undermine the reputation of the whole system of the Internal Affairs Agencies. Mistrust of the population to state authorities is also caused by the fact that often police officers neglect to fulfill their official duties on the ground when dealing with ordinary citizens. The leadership of the Ministry of Internal Affairs needs to make appropriate conclusions on strengthening the official discipline, as well as properly selecting and appointing their staff by taking into account experience and professionalism," the Prime Minister said.

The Head of Government also stressed that he personally controls the issues of reforming the road safety system of the country. Isakov said that with the implementation of the project Smart City the functional activities of employees providing road safety will be reviewed.

"I am sure that in near future we all will witness the results of the ongoing reforms. Together with proper performance of duties, employees must clearly know their rights," the Head of Government said.

The Premier emphasized that today, within the framework of the Digital Transformation Program Taza Koom, the General Prosecutor's Office together with the Ministry of Internal Affairs is developing a system for electronic record keeping of crimes – Electronnnyi Kup.

This system involves the creation of a single electronic center for counting and registration of crimes and will operate in real time mode. It will also allow one to track the progress of implementation of appeals from citizens before making a final decision on a certain issue.

The Head of the Government expressed his hope that in 2018 the employees of the Internal Affairs Agencies will approach the performance of their official duties with great responsibility.

"We face large-scale tasks to hold, specifically the Third World Nomad Games, the tourist season and other events of national and international importance this year, the preparation and conduct of which must be held at the highest level. I would like to stress the need for proper maintenance of public order and security of citizens of the country, both during the period of such events and in everyday life, "Isakov said.

Following the meeting of the collegium, the Prime Minister gave a number of instructions on improving the activities of the Internal Affairs Agencies of the country.
