Interdependence has become a completely new phenomenon in the late twentieth century. The process of globalization has led to the realization of the indisputable fact that not a single country, with its economic, military power, alone can cope with the challenges that cast doubt on the further creative development of civilization.
Dmitry Zalansky, an expert at the Mir analytical center said that since Kyrgyzstan proclaimed state independence and entered the CIS, a fundamentally new stage in the development of state development has been formed in its foreign policy in recent years. “For the first time in the history of the republic, it independently entered the international arena and gained the right to pursue an independent foreign policy as a full-fledged subject of international law,” he said.
Recall that last week President of Kyrgyzstan Sooronbay Jeenbekov paid a working visit to Turkmenistan, where he attended a meeting of the Council of Heads of State of the Commonwealth of Independent States (CIS).
At the meeting, the topical issues of interaction within the Commonwealth were discussed, including the draft Declaration on Strategic Economic Cooperation of the CIS member states. Following the meeting, a number of documents were signed.
Kyrgyzstan, as before, is in favor of further deepening cooperation within the CIS, President of Kyrgyzstan Sooronbay Jeenbekov said. It is worth adding that the Kyrgyz President noted the importance of giving a new impetus to the dynamics of cooperation of the Commonwealth countries, aimed at ensuring the growth of welfare and quality of life of peoples.
“It is important to create favorable conditions for entrepreneurship and the establishment of mutually beneficial business ties. For this, the full functioning of the free trade zone between the countries of the Commonwealth is important. It is also necessary to focus our attention on developing joint economic projects and expanding industrial cooperation,” Jeenbekov said
Sooronbay Jeenbekov also drew attention to issues related to the implementation of projects to introduce innovative achievements in the agricultural sector. “Logistics issues require special attention. Today in the world we can observe the tendency of countries to return to protectionist policies. We need to reach a new level of interaction between our countries in the field of cargo transit, road and rail transportation, and expand the transport corridor. I believe that the new CIS Economic Development Strategy will become the basis for a fuller use of the potential of the Commonwealth,” the President added.
Expert Zalansky said that, a significant number of documents adopted within the framework of the Commonwealth.
“Many experts talk about the weakness of the CIS structure, that the organization is losing its position, both at the regional level and internationally. The need has grown to engage in the transformation of the structure, reforming the organization, and reviewing existing documents so that the CIS mechanisms keep pace with the rapidly developing world. It is necessary to search for a mutually acceptable balance of interests of the parties, find compromise options for making decisions within the framework of the Commonwealth and focus efforts on their detailed implementation. The optimal combination of multilateral and bilateral levels of cooperation among the countries participating in the Commonwealth will allow integration processes to reach higher development parameters. In the current geopolitical and economic configuration in the world, Kyrgyzstan needs to develop an optimal formula for the balance between national priorities and needs in integration within the CIS. ”
Another important point was the statement by President Jeenbekov regarding the creation of favorable conditions for entrepreneurship and the establishment of mutually beneficial business ties and the full functioning of the free trade zone between the CIS countries. He also noted the need to strengthen work to enhance the role of the CIS in resolving security-related problems.
“Kyrgyzstan supports the position of the Commonwealth member states on the revision of the structure and bodies of the CIS, on increasing the responsibility of sectoral bodies whose activities are effective and in demand. Also, the leadership of the country in different years of its historical development sought to bring productivity to the work of the Commonwealth system itself so that all those fundamental principles that formed the basis of the new Union would not lose their strength and effectiveness. The priority area for Kyrgyzstan has been and remains economic cooperation within the CIS. Based on this, the republic has agreed to maintain the structure of the CIS economic bodies. The issues of economic interaction of the Commonwealth states in the framework of reforming and improving bodies have always enjoyed universal support. It is also important to note that the solution of security issues aimed at the coordinated efforts of the countries of the Commonwealth in the fight against international terrorism, political and religious extremism, illegal trafficking of narcotic drugs, psychotropic substances, and organized crime is considered as a long-term task facing the states - CIS participants,” said the expert.
The Kyrgyz President quite clearly outlined the goals and objectives that the Commonwealth should take into account. In particular, Sooronbay Jeenbekov emphasized that cooperation in the field of border security and the protection of state borders is especially important. “I propose increasing cooperation between our special services to counter the modern challenges and threats. The implementation of the Concept of Military Cooperation of the CIS Member States until 2020 is very important. The concept will strengthen the military and military-technical cooperation of our military departments,” the President said.
At the end of his speech, Kyrgyz President Jeenbekov touched upon another important topic - the 75th anniversary of the Victory in the Great Patriotic War. Sooronbay Jeenbekov emphasized that Kyrgyzstan supports the Address of the heads of state of the CIS countries in connection with this significant event.
“The Victory Day is a significant date reminiscent of the common history and fate of our peoples. This is the date of sacred memory, uniting us for many years. I am sure that the upcoming anniversary of the Great Victory is another opportunity to honor the memory of our fathers and grandfathers who died in the struggle against fascism. We must preserve our history and together oppose attempts to rewrite it. Kyrgyzstan aims to conduct events on the occasion of the 75th anniversary of the Great Victory at the highest level,” said the President.
It is worth noting that Sooronbay Jeenbekov wished success to the President of Uzbekistan Shavkat Mirziyoyev for the CIS presidency in 2020 and expressed confidence that it would be effective and would make a worthy contribution to the further development of cooperation within the CIS.
There is hope that the CIS will systematically develop and continue to be another reliable platform for strengthening political, economic, social, humanitarian and cultural ties between the CIS member states.
