Bishkek, Jan. 17, 2018 / Kabar /. President of the Kyrgyz Republic Sooronbay Jeenbekov met today with Speaker of the Jogorku Kenesh Dastanbek Dzhumabekov and Prime Minister Sapar Isakov, the president’s press service reported.
They discussed the primary goals and objectives of the country's development for the coming years within the framework of the Decree of the Republic of Kyrgyzstan "On the Announcement of 2018 as the Year for the Development of Regions" signed by the President.
President Jeenbekov said that while he was prime minister of Kyrgyzstan, a concept for the development of regions, programs for providing the population with clean water, and development of irrigation systems were adopted.
"The purpose of this decree is the implementation of these programs. It is aimed at the development of regions with the consolidation of all internal reserves. I traveled a lot around the regions, I was the head of the region. I know not by hearsay the opportunities and needs of the regions. Whoever of the leaders go to the regions, at the meetings with the local residents, the same problems are voiced - lack of clean water, undeveloped irrigation system, lack of social facilities - schools, hospitals, kindergartens, bad roads, poor service," the President said.
The head of state stressed that budgetary and investment funds should be distributed evenly, taking into account the interests and specifics of each region. "To date, soft loans at understated rates, the resources of the Russian-Kyrgyz Development Fund are distributed without a specific plan and system. Some regions are developing, some of them not," President Jeenbekov said and called for overcoming the existing subjective approach to the distribution of budget, credit and grant assistance, leading to an imbalance in the development of regions.
President Sooronbai Jeenbekov also stressed the need to strengthen the rights and responsibilities of local authorities, thereby increasing their responsibility in timely addressing local issues related to the development of the regions.
The head of state drew attention to the possible improvement of the legislative base in this direction. President Jeenbekov recommended that the parliament and the government consolidate their efforts to solve the tasks facing all branches of power under the decree, for the stable growth of the economy and the development of the country.
