Bishkek, June 16 / Kabar /. On 16 June 2017, the State Service for the Execution of Punishments (SSEP) under the Government of the Kyrgyz Republic jointly with the International Committee of the Red Cross (ICRC) in Kyrgyzstan will hold a seminar aimed at facilitation the process of formation of Probation Service in the Kyrgyz Republic. Representatives of the SSEP and the working group who elaborated the law “On Probation”, as well as representatives of international and non-governmental organizations will participate in the event, the press service of the ICRC reported.
Experts will discuss a concept and plan of action for the Probation Service in Kyrgyzstan and will develop recommendations for future activities in this regard.
The law “On Probation” will come into force in Kyrgyzstan on 1 January 2019, thus enacting a new socio-legal institute urged to ensure resocialization and reintegration of detainees liable to parole or to a punishment not connected with isolation from society. Prior to the enacting of the law, necessary measures should be taken for the organization of Probation Service, which is planned to be formed on the basis of the existing SSEP’s penal-executive inspections.
“We are glad to cooperate fruitfully with the ICRC on elaboration of new regulatory documents and provisions, in line with the reform of the penitentiary sector of Kyrgyzstan. Expertise and experience of a global humanitarian organization will also contribute to the formation and development of the institute of probation in Kyrgyzstan”, said Colonel of internal service KatkeldievaAigul, Head of SSEP’s Directorate of penal-executive inspections.
